The Harbor Facility Grant Program provides financial assistance in the form of a 50/50 matching grant to municipally or regional housing authority owned small boat harbor facilities in the State of Alaska. Port or barge facilities are not eligible for the grant program. This grant program is funded on an annual basis at the discretion of the Alaska Legislature and consists of two tiers, Tier I and II. The first tier has priority and consists of “Major Maintenance and Repair” of a harbor facility that was previously owned by the state and now is municipally or regional housing authority owned. A harbor facility may only receive one Tier I grant regardless if it is for all or only a portion of that harbor facility. The boundaries of a Tier I harbor facility will be based on the Department’s 1995 Alaska Harbor Directory or as determined by the Department. Once a Tier I eligible harbor facility receives a Tier I grant, the status of that harbor facility changes from Tier I to Tier II henceforth. After all eligible Tier I projects have been selected, the Department will consider Tier II projects. The second tier consists of all other municipally or regional housing authority owned harbor facilities, including construction of a new harbor facility. Harbor facilities which have already received a Tier I grant can only compete for Tier II grants. Tier II grants may comprise “New Construction, Expansion, or Major Maintenance and Repair” of a harbor facility. A harbor facility is eligible for multiple Tier II grants. The research and development (R) activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this FOA will aid communities with resource and energy recovery strategies associated with their organic waste streams. Organic waste streams represent major sources of fugitive methane emissions, volatile organic compounds, and other pollutants. The White House set a goal of reducing methane emissions by 30% by 2030. By developing strategies that can prevent the landfilling of these wastes, one of the major sources of fugitive methane can be mitigated. Holistic waste management strategies can also benefit communities by reducing other impacts associated with waste collection and processing infrastructure including reducing truck traffic, odors, litter, and other air, water, and health impacts. Topic Area 1 is focused specifically on helping communities beyond a conceptualization phase by supporting more in-depth feasibility or scoping analysis. Oftentimes, staff and organizational capacity in communities (particularly in rural, remote, Tribal, or smaller communities) is limited. While technical assistance programs can accomplish some of these objectives, direct financial assistance can close this capacity gap. Topic Area 2 is targeted towards communities that have previously completed feasibility analysis and are seeking funding to further refine their project concept. Municipal and non-profit staff capacity and availability of funding often makes detailed design work out of reach for many communities and this topic aims to close that gap. Projects selected under Topic Area 2 will have an opportunity to construct and operate their designed pilot facility based on the down-select process described in the FOA. Awardees will be matched with one or multiple school(s) following the grant review period; the school match(es) will be indicated in grant agreements. The range of programming allowed under this grant is intentionally very flexible. Examples of project models that will be considered for funding include, but are not limited to: Choice pantry at the school site, offering school community members a choice model with access to a variety of culturally relevant, healthy shelf-stable and fresh food items including fruits, vegetables, dairy, meat, and eggs; Pre-packed box/bag distribution for students that includes healthy, locally sourced produce options; Delivery of nutritious, medically and/or preference-tailored prepared meals to school populations with unique needs; and Grocery Gift Cards distributed to school families that allow for flexible food purchasing and delivery options for families that experience transportation or other barriers to food access. Target Population For students and families that rely on school meals and/or face barriers to food access related to transportation or otherwise, an in-school pantry or at-school food distribution can help to address nutrition insecurity and provide convenient access to necessary resources.
