The Federal Highway Administrations (FHWA) Accelerated Implementation and Deployment of Pavement Technologies (AIDPT) Program was established more than a decade ago under the Moving Ahead for Progress in 21st Century Act (Pub. L. 112-141). Since that time, the program has continued under Fixing Americas Surface Transportation Act (Pub. L. 114-94) and the Bipartisan Infrastructure Law (Pub. L. 117-58). The program encourages highway agencies to adopt and implement new technologies proven to save money, enhance safety, improve performance and quality, increase efficiency, reduce delay, and enhance road user satisfaction.The purpose of this funding opportunity and planned cooperative agreement (Agreement) is to stimulate, facilitate, and expedite the deployment and rapid adoption of new and innovative technologies relating to the design, specification, production, testing, control, construction, investigation, operation, and impacts of concrete pavements. The Agreement will support public agencies by helping to increase the knowledge related to concrete pavements and concrete materials. The proposed project is a cooperative effort between the FHWA and the Recipient to improve the quality and performance of concrete pavements. Products will include, but not be limited to, implementation plans, market analyses, training tools, case studies, reports and analyses, and supporting stakeholder engagement via conference presentations, webinars, workshops, peer exchanges, videos, and technical assistance to public agencies. Examples include the replacement of cardboard boxes with reusable hand-held plastic totes or crates and switching to reusable pallet wraps instead of using disposable plastic film used to secure loads onto pallets. Convert from single-use to reusable food service ware at schools, food service businesses, or institutional cafeterias (e.g., dishwashers, electrical, plumbing, minor kitchen modifications and/or reusable dishware). Note: Purchase of food service ware for establishing a new program/new construction is excluded. Install bulk dispensing systems in commercial, retail and/or hospitality settings for food, beverages, personal care products (soap, shampoo, lotion), or cleaning products. Projects must replace single-use packaging. Develop or expand programs to repair used furniture, appliances, electronics, bicycles, or durable household goods for resale or distribution. May include purchase of tools and supplies and/or set-up of training program. Develop textile/clothing/footwear repair programs, at or in conjunction with a second-hand goods retailer or distributor. Creation or expansion of food donation collection, storage, and distribution programs (e.g., purchase of community fridge or pantry at a community center for food rescue distribution). Develop community repair training or apprenticeship program for home goods, textiles, clothing, footwear, electronics, bicycles, etc. Develop and host trainings on deconstruction techniques targeting the construction industry, tech/carpentry schools, or individuals engaged in building and renovation work. Funds are not to be used to support an applicant’s regular operational costs. The applicant’s event must not be financially dependent upon receiving support from the Town of Avon. A maximum of one grant will be awarded per event. Event must be held within the limits of the Town of Avon. The recipient of the funds shall provide the Town with recognition as a sponsor in a method consistent with other sponsors who have provided funds of an equivalent value. Preference will be given to grant requests that fund the purchase of items or services that will assist event organizers in protecting the public health, safety and welfare. Examples of such items and services include, but are not limited to, emergency medical services, refuse and recycling collection and disposal, portable restrooms and wash stations, portable lighting, security services, and transportation. Grant requests to fund the purchase of products or services that are prohibited for use by, or sale to, minors will not be funded. The event must be free and open to the public. Working with Railroads comprise funding and project efforts that engage the Commision and staff in the business and support of an effective rail service as the key connection for Ohio companies to their suppliers and markets worldwide, Rail is often a requirement for business attraction and retention efforts. The Ohio Rail Development Commission (ORDC) promotes economic opportunities while supporting safety and quality of life concerns across Ohio's extensive rail infrastructure. At 5,187 miles, Ohio's network of active rail lines is the fourth most extensive in the nation. The high mileage of rail lines in Ohio reflects the close integration of rail with Ohio's economy. Ohio's businesses are committed to using Ohio's rail network. Ohio's largest railroads, CSX and Norfolk Southern, publish Public Projects Manuals to assist public entities in interacting with their organizations. Regional and short-line railroads often publish information on their websites to identify appropriate processes and contacts. If needed, ORDC is happy to assist Ohio communities with identifying the correct railroad contacts. The ORDC assists with railroad-roadway coordination by providing technical assistance to ODOT District project managers and area engineers, local municipalities, contractors, and others regarding railroad issues and requirements for public projects.

Eligibility Criteria A municipal government, or other public entity, from any Massachusetts town that meets (based on the 2020 Census data) the definition of a Rural Community (having less than 500 persons per square mile) and/or a Small Town (having a total population of 7,000 or less persons). Other public entities may include a Public Housing Authority, Redevelopment Authority, Water/Sewer District, Economic Development Industrial Corporation, a public body created by legislative act, etc. Regional Planning Agencies may also be eligible applicants if applying on behalf of a clearly identified and eligible public entity or entities within their assigned region, with clear and evident support from those communities.
