Executive Summary:The Public Diplomacy Section (PDS) of the U.S. Embassy in Colombo is seeking proposals to establish and support a network of youth clubs across Sri Lanka aimed at enhancing skills in fact-checking, debating, discerning misinformation, and promoting media literacy. These clubs will provide young Sri Lankans with the opportunity to learn top-notch speaking and discerning skills thereby developing misinformation resiliency skills through classroom exercises, hands-on workshops, and competitions. The aim is to offer a structured yet flexible format for members to learn to identify, analyze, and discern false information using evidence-based methods, fostering critical thinking and informed citizenship. Proposals should outline how the grantee will establish and train a network of administrators, who will then manage youth-oriented clubs in multiple locations across Sri Lanka, utilizing skill building sessions, case studies, and various engagements. The goal of this program is to support the development of the next generation of Sri Lankan youth debaters, fact-checkers, critical thinkers, and public speakers.

In October 2023, the Irish parliament passed new investment screening legislation and expects to implement the legislation in 2024. U.S. Embassy Dublin announces an open competition for organizations to submit applications to implement an exchange program for Irish policymakers, legal professionals, and academics. The program should facilitate an exchange of best practices between the United States and Ireland, focused on sharing U.S. expertise and lessons learned - including federal and state government, legal, and academic perspectives - on foreign direct investment (FDI) in the United States. This exchange program should facilitate travel for up to five Irish participants and up to five American participants between the United States and Ireland, as well as cover the costs of associated events. Funding should also be made available for Irish participants to join relevant trainings on investment screening in third countries. Award subject to the availability of funds. A successful program may include meetings with: 1. officials at Treasury, State, Commerce, Energy, and other agencies involved in the CFIU.S. process to learn how the U.S. reviews investment, including what criteria are taken into account and how decisions are made 2. congressional staff to learn more about how CFIU.S. legislation was passed and understand current issues around investment screening 3. private sector contacts whose companies have undergone the CFIU.S. process 4. law firms and consultancies that represent clients in CFIU.S. reviews Objectives for the project: 1. Facilitate sharing of U.S. knowledge and expertise on investment screening 2. Examine multiple models for screening investments with counterparts from various sectors 3. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Water Power Technologies Office (WPTO), a Funding Opportunity Announcement (FOA) entitled Oceans of Opportunity: U.S. Wave Energy Open Water Testing. This FOA supports WPTOs efforts to advance the commercial readiness of wave energy technologies through open water testing and system validation at multiple scales, serving the broader goals of the Biden administration to achieve carbon pollution-free electricity by 2035 and to deliver an equitable, clean energy future, and put the United States on a path to achieve net-zero emissions, economy-wide, by no later than 2050 to the benefit of all Americans. Carry out multidisciplinary applied research projects on raw milk cheese aging to examine factors that affect Highly Pathogenic H5N1 Avian Influenza (HPAI H5N1) virus inactivation, to include pH and water activity.2. Carry out multidisciplinary applied research projects on commonly used acidification methods for treatment of waste milk to be fed to calves, or for disposal, to understand effects on HPAI H5N1.3. Provide additional capabilities and capacity for HPAI H5N1 testing as needed to help meet the needs of FDA's research agenda. 5.
