Department of the Interior - Bureau of Land Management Arizona (AZ) State Office Wildlife Program

This funding opportunity supports projects that improve water quality and availability in Arizona by protecting and restoring river and riparian ecosystems, benefiting both wildlife and local communities.

The purpose of this program is to support projects that will treat invasive plant infestations that threaten forested, woodland, or rangeland areas. The theme for the FY 2024 funding cycle is grasses and grasslands. Projects may occur on state, federal, tribal, and private lands in Arizona.  This program focuses on the prevention, control/removal, and eradication of invasive plants and aims to achieve the following objectives: Target and treat invasive plants that are capable of transforming native plant communities in forests, woodlands, deserts, or rangeland Assist in preventing fire and flooding, conserving water, and restoring habitat to wildlife Use an integrated weed management (IWM) approach when treating areas infested with invasive plants through the utilization of available tools, including manual, cultural, mechanical, chemical, and biological control methods Examples of eligible projects include: Control/removal or eradication of invasive plants Replacement of invasive plants with native plants through reseeding and planting Removal of woody invasive plant slash by mulching or grinding Examples of eligible costs include those in the following categories: Administrative labor Project labor Fringe benefits Travel Equipment Supplies Contractual Financial Notes: Match Notes: Applicants must provide at least 10 percent of the total project costs via cash and/or in-kind contributions. Priority may be given to projects that provide a higher-than-required match amount, not to exceed 50 percent. Specifically allowable matching contributions include: Cash paid by award recipients In-kind expenses, including necessary costs incurred by award recipients or other organizations to support the project Volunteer hours at a reasonable rate Donated labor and/or equipment necessary to complete the specific project Physical work performed by individual landowners on their own property Funding Notes: A total of $970,000 is available to support awards ranging from $50,000 to $200,000 through this program. Funds will be provided on a reimbursement basis. Awards are expected to be issued in fall and winter 2024/2025. Specifically, award announcements are expected around October 2024. Proposed projects should be ready for implementation upon receipt of award and should be fully achievable within the prescribed award period. Projects must be considered shovel-ready. Funds may not be used for: Research and development projects Website, geographic information system (GIS), and database projects Projects that only include assessment activity and no related treatment of invasive plants Projects that include purchase of capital equipment valued at over $5,000 per item Expenses incurred prior to execution of a formal written agreement between the funding agency and the award recipient Reimbursement of physical work performed by individual landowners on their own property Food or beverage purchases

Governor Katie Hobb’s Office of Youth, Faith and Family (GOYFF) issues this Request for  Grant Application (RFGA) Solicitation concerning the Juvenile Justice and Delinquency  Prevention (JJDP) Title II Formula Grant Program per A.R.S. §41-2701. Applications for this program will only be accepted through the state’s web-based grants management system, eCivis. It is anticipated that the results of this RFGA will be announced on September 19, 2024. The deadline for submission of an application in eCivis will be on or before 5:00 PM (Arizona time) on July 25, 2024. Financial Notes: This is a 12-month contract that may be renewable for up to two (2) additional 12-month periods, contingent upon federal appropriations, compliance with terms and conditions, programmatic and financial performance, and submission of a renewal application. It is anticipated (but not guaranteed) that the total funds available will be approximately $600,000 per year. The number of awards will depend on the number and quality of applications received. Qualifying applicants are anticipated to be awarded between $40,000 and $100,000 for the first term. Contracts are anticipated to be effective on October 1, 2024, and end September 30, 2025. Funding will be allocated on a reimbursement basis. No pre-award costs will be considered. The United States Department of Justice, Office of Juvenile Justice and Delinquency  Prevention (OJJDP), provides funding for the Title II Formula Grant. The Post-Wildfire Infrastructure Assistance Program goal is to assist in infrastructure repairs to physical systems, operational structures and facilities needed for the use of urban, rural, agricultural, cultural and natural resources.

Governor Katie Hobbs' Office of Resiliency is accepting applications for the Arizona Energy Efficiency and Conservation Block Grant Program, offering between $50,000 and $100,000 in federal funds for eligible local governments to use on energy efficiency and conservation projects, with applications due by October 8, 2024, and funds to be used by December 1, 2026.

This grant provides funding to organizations that offer housing and comprehensive support services to homeless veterans in Arizona, aiming to reduce veteran homelessness and promote long-term stability.

The State of Arizona, USDA Forest Service and DOI Bureau of Land Management are expected to provide funding assistance to the Arizona Department of Forestry and Fire Management for fire prevention, critical infrastructure protection and forest and watershed restoration through reduction of hazardous vegetation from state, federal, tribal and private lands in Arizona. Total funding of approximately $3 million will be made available through sub-awards (grants) from DFFM on a reimbursement basis and awarded through a competitive process with emphasis on community protection and forest health. Multiple awards not exceeding $500,000 are expected. Organizations may submit more than one project application, but total funding may be limited to $500,000. Priority will be given to projects that support private industry and/or Arizona’s wood products industry. Priority will be given to projects that have not received prior treatments. Financial Notes: Total funding of approximately $3 million will be made available through sub-awards (grants) from the Arizona Department of Forestry and Fire Management on a reimbursement basis and awarded through a competitive process with emphasis on community protection and forest health. Awards will be limited to a minimum of $60,000 and maximum of $500,000 per project. Depending on total available funding, some projects may be offered only partial funding. All projects will require a 10% - 30% match contribution (ie: 90% Grant + 10% Match = 100% Project Total). Match source must be identified in the project application. Larger requests will require larger match contributions.  Priority will be given to projects that support private industry and/or Arizona’s wood products industry. Priority will be given to projects that have not received prior treatments. Proposals not meeting minimum match requirements will impact the overall score. Funds will be dispersed to recipients on a reimbursement basis after they incur cost and report accomplishments and expenses to the Arizona Department of Forestry and Fire Management. The Arizona Department of Health Services (ADHS) Bureau of Women’s and Children’s Health (BWCH) oversees Adolescent Health programming to improve the health and well-being of young people in the state. As of 2005, BWCH has been administering state lottery funds for the prevention of teen pregnancies and sexually transmitted infections (STIs). According to the Arizona Vital Statistics, from 2011 to 2021, the teen birth rate for Arizona teenagers ages fifteen through nineteen (15-19) has declined from thirty-six point nine (36.9) to fifteen point three (15.3) per 1,000 females. The repeat birth rates of youth of the same age, who had already had a child decreased from 142.7 in 2011 to 135.8 per 1,000 in 2021. Despite the declines, birth rates for Arizona teens ages fifteen through nineteen (15-19)   exceeds   the   national   rate   of   thirteen   point   nine   (13.9)   in   2021 (https://blogs.cdc.gov/nchs/2023/01/20/7245/). Arizona's racial and ethnic groups exhibit significant disparities in teen pregnancy rates, with Hispanic, American Indian, and African American females aged nineteen (19) or younger experiencing the highest rates. In 2021, American Indian youth had a notably elevated pregnancy rate of sixteen point three (16.3) per 1,000 females, surpassing the state average of ten point six (10.6) per 1,000. Similarly, rates for Hispanic or Latino youth were fourteen point four (14.4) per 1,000, and for Black or African American youth, they were twelve point six (12.6) per 1,000, both above the state average, while rates for White Non-Hispanics six (6) per 1,000 and Asian or Pacific Islanders three point four (3.4) per 1,000 were considerably lower. Teen pregnancy is intricately linked with complex factors such as school failure, behavioral issues, and family challenges, which often hinder youths’ ability to avoid pregnancy. Positive Youth Development (PYD) programs present a promising approach by emphasizing the enhancement of protective factors over merely addressing risk behaviors. These programs have shown efficacy in reducing sexual risk behaviors, Human immunodeficiency virus (HIV), other sexually transmitted diseases (STDs), and unintended pregnancies. By fostering ongoing development and maturation, PYD programs empower youth to recognize and manage risk-taking behaviors, making them a viable strategy for teen pregnancy prevention (Gavin et al., 2010). According to the 2021 Arizona Surveillance STD case data, forty-nine percent (49%) of STD cases (chlamydia, gonorrhea, and syphilis) in Arizona were among adolescents under the age of twenty-five (25). Since 2019, the rate of chlamydia among teenagers fifteen through nineteen (15-19) years old has been slowly decreasing but still remains high at 2,031 per 100,000 in 2019 to 1,729 per 100,000 in 2021. For gonorrhea, the rate among these teenagers increased from 384 per 100,000 in 2019 to 467 per 100,000 in 2021. As for syphilis, in 2019, twenty-two (22) per 100,000 fifteen through nineteen (15-19) year-old teenagers were reported to have syphilis, increasing to twenty-six (26) per 100,000 in 2021. Regarding STDs/STIs, major disparities between Arizona’s racial and ethnic groups also persist. The Arizona 2021 Annual STD Report indicates that Black (994 per 100,000) and American Indian/Alaska Native (787 per 100,000) populations have consistently higher rates of chlamydia, the Black population (763 per 100,000) continues to have the highest rate of gonorrhea, and the American Indian/Alaska Native (172 per 100,000) and Black (123 per 100,000) populations have the highest rates of syphilis, surpassing their Hispanic, White, and Asian/Pacific Islander counterparts. Financial Notes: Approximately $700,000.00 will be available each Grant year for a five (5) year grant period to provide services to youth for the prevention of teen pregnancies and STIs. Annual funding for services will be provided during the state fiscal year, from July through June; Therefore, the first and last years of funding will be partial funding: first year funded upon award through June 30, 2025; fifth year from July 1, 2029 through September 30, 2029. Budgets will be reviewed annually and may be decreased based on: 1. Changes in state lottery funding allocations. 2. Failure to meet the number of youths proposed to be served; or meet the required program completion by youth for Teen Pregnancy Prevention Programming. 3. Failure to comply with Grant requirements. 4. Negative audit findings. 5. Failure to spend budget funds efficiently.
