Eligible Entities Eligible applicants encompass Arkansas electric utilities such as investor-owned electric utilities, electric cooperatives, and municipal electric utilities. Additionally, electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers, and fuel suppliers are eligible.
