The purpose of this Request for Applications (RFA) is to solicit applications from eligible Tribal Groups or Incorporated American Indian Associations for grants to operate American Indian Education Centers (AIEC) authorized by sections 33370 and 33380–33385 of the California Education Code (EC). It is anticipated that the Budget Act will allocate approximately $5.1 million for the fiscal year (FY) 2024-25. The California Department of Education (CDE) anticipates that similar amounts will be allocated for each year during this five-year cycle. This award is made contingent upon the availability of funds. If the Legislature takes action to reduce or defer the funding upon which this award is based, then this award will be amended accordingly. The AIEC grant funds may be used for any of the purposes specified in the authorizing legislation and the program regulations (California Code of Regulations, Title 5 [5 CCR], Section 11996) to promote the academic and cultural achievement of the students. The AIEC grant funds may be used, on the basis of established priority needs, to accomplish the following: • Improve the academic achievement of American Indian pupils in kindergarten and grades one to twelve, inclusive.• Improve the self-concept and sense of identity of American Indian pupils and adults.• Serve as a center for related community activities.• Provide individual and group counseling to pupils and adults related to personal adjustment, academic progress, and vocational planning.• Create and offer coordinated programs with the public schools.• Provide a focus for summer cultural, recreational, and academic experiences.• Create and offer adult classes and activities that benefit parents or guardians of pupils in its programs.• Provide training programs to develop pathways to college and the workplace for American Indian pupils.• Provide American Indian educational resource materials to pupils, their parents, and the schools they attend in order to ensure appropriate tribal histories and cultures is made available.

In partnership with the California Health and Human Services Agency (CHHSA), this program will allow the CDE to allocate $9,647,000 to the Quality Counts California Consortia and Tribal region to increase the support and capacity for family, friend, and neighbor care providers, family child care providers, and home-visiting providers to provide quality care for underserved populations, particularly infants and toddlers and low-income children and families living in rural and isolated communities and/or experiencing trauma stemming from homelessness, disasters, or other sources. The Equity Leads were established in 2023 under Senate Bill 114, Section 79 (Chapter 48 of the Statutes of 2023) as part of the California Statewide System of Support as a key lead initiative, with a $2 million annual investment. The California Department of Education (CDE), Early Education Division (EED) announces the availability of approximately $32.7 million to expand California State Preschool Program (CSPP) services statewide, as appropriated in the 2021 Budget Act. The CSPP funds are available for local educational agency (LEA) applicants to provide full-day/full year, part-day/part-year, or any combination thereof, of CSPP services.; The California Department of Education (CDE), Early Education Division (EED) announces the availability of approximately $32.7 million to expand California State Preschool Program (CSPP) services statewide to eligible children and families, as appropriated in the 2021 Budget Act. The CSPP funds are available for local educational agency (LEA) applicants to provide full-day/full year, part-day/part-year, or any combination thereof, of CSPP services. Funding will be allocated by county, and within each county by the Local Planning Council (LPC) priority area. Funding awards will be made based on the LPC priority in the order of highest passing score first. In the event that a county does not fully utilize its allocation, the funding will be redistributed to other applicants, based on the LPC priority followed by highest score. In the event of any tie in scoring, the applicant with headquarters in the service delivery area(s) specified in the Request for Application (RFA) will be given preference over applications with the same score that are not headquartered in the specified area(s), per California Code of Regulations, Title 5 (5 CCR) Section 17723. The CDE encourages all eligible applicants to apply. The CSPP funds will be used to provide services for eligible children beginning in fiscal year (FY) 2024–25.

To equip California youth with knowledge and skills to live tobacco-, vape-, and nicotine-free by providing leadership and guidance for the development and implementation of school-based education, intervention, counseling, and youth development activities.; The Tier 1, Cohort T Grant is available for a three-year period from July 1, 2024, to June 30, 2027. The grant award period is for three years; however, if funded, one Grant Award Notification (GAN) will be issued. County offices of education (COEs), school districts, direct-funded charter schools, and consortia of qualifying local educational agencies (LEAs) serving grades six through twelve (6–12) in California are eligible to apply if they meet the eligibility requirements. To receive TUPE grant funding, all TUPE grantees are required to: (1) adopt tobacco-free campus policies that prohibit the use of products containing tobacco and nicotine, including, but not limited to, smokeless tobacco, snuff, chew, clove cigarettes, and electronic cigarettes (e-cigarettes), and (2) conduct the district-level CHKS Core Module with the subgroup population of students in grades five or six, and seven, nine, and eleven.
