This project seeks to enhance detainees rights in Tunisia by expanding access to legal aid and improving enforcement of detainee rights in Tunisia. In 2016, Tunisia passed wide-ranging reforms of its Criminal Procedure Code (CPC). Act 2016-5 (Law 5) enacting article 13 of the CPC gave arrestees in police custody the right to legal counsel and significantly reduced the duration of legal pre-charge detention from 72 to 48 hours. By the order of public prosecutor and when justified, pre-charge detention could be extended with 48 hours for felonies and 24 hours for misdemeanors. In parallel, the anti-terrorism law of 2015 allows prosecutors and police to hold suspects for the first 48 hours without access to a lawyer and extends the duration of pre-charge custody to five days extendable two times for a total of 15 days. Since Law 5 came into force, its application has been uneven. This project seeks to ensure that the rights granted to civilians in Tunisia by Law 5 and criminal procedures proposing alternatives to detention, inter alia, bail provisions, are enforced consistently during the pre-trial phase.

This notice announces the availability of funds for fiscal year (FY) 2024 and solicits applications from community-based and non-profit organizations, institutions of higher education, and Tribal entities to compete for financial assistance through the Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers and Veteran Farmers and Ranchers Program (hereinafter referred to as the 2501 Program). The term veteran, as used in this program, refers to military veterans. The overall goal of the 2501 Program is to encourage and assist underserved farmers and ranchers, military veteran farmers and ranchers, and beginning farmers and ranchers with owning and operating farms and ranches and in participating equitably in the full range of agricultural, forestry, and related programs offered by USDA. It also includes projects that develop underserved youths' interest in agriculture. In partnership with the OPPE, eligible entities may compete for funding on projects that provide education and training in agriculture, agribusiness, forestry, agricultural-related services, and USDA programs, and to conduct outreach initiatives designed to accomplish those goals. This partnership includes working closely with OPPE, attend OPPE-led events in your proposed service territory, and collaborate with USDA Service Centers located in your state (Farm Service Agency, Natural Resources Conservation Service, and Rural Development).

PROGRAM DESCRIPTION PAS Philippines invites individuals, non-profit organizations, and non-government organizations to submit proposals to implement the 2024 American Spaces Philippines Conference. The event is a three-day conference with representatives from American Spaces partner institutions. The intent of this program is to bring together university leaders and American Corner staff members from across the country for a strategic planning session, networking, and capacity-building activities. The Grantee will support the Embassy by fulfilling the logistical, travel, and administrative needs of the conference, as well as providing constructive inputs on the program of the conference. The budget should not be more than $40,000 in total. The successful Grantee must have demonstrable experience in conference management (minimum size of 40 participants), events planning, and high-level customer relations. Grantee must also demonstrate their ability to responsibly manage funds, coordinate logistics, and execute the program plan within the expected timeline. Examples of activities include, but are not limited to: Programming Develop 3 learning sessions that will build the skills of the participants in the areas of project designing, partnership building, and program management. Organize a small exhibit in the venue featuring the projects of the participants Organize a team-building activity for the participants Events Planning Scout and book a conference venue within Luzon, Visayas, or the City of Davao that is accessible to the airport, and major transportation hubs. Coordinate with a hotel for the reservations of all participants, including the processing of required down payments. Prepare financial reports and liquidations of project expenses, including hotel, equipment, food and beverage suppliers, and any relevant subcontractors. Coordinate and arrange a full-board meal for organizers and participants including the accommodation of those with special diets (halal, vegetarian, etc). Arrange overall logistics and ensuring the availability of high-speed wifi, computers, high-resolution web cams, and microphones to accommodate hybrid sessions Organize the plenary hall, any breakout rooms and prepare necessary workshop materials Design, and produce conference kits, and marketing materials such as pull-up banners, event shirts, tokens, tote bags etc. Travel Arrangements Coordinate and book flight itineraries with varying origin destinations. With this solicitation, OVC seeks to award a 36-month cooperative agreement to one lead organization that will (1) fund (through a competitive process) subawards to communities severely affected by violence to establish trauma recovery centers , and (2) provide technical assistance to the subawardees to support operation of the centers. The trauma recovery centers funded under this demonstration project will address crime victimization and support access to victims compensation, crime victims rights enforcement, trauma recovery, and healing. Subawardees will be expected to design centers to provide services to crime victims who traditionally do not seek victims services, assistance, or counseling, or are historically underserved. This demonstration is intended to span 5 years (60 months total) via an initial 3-year budget allocation under this solicitation, with the potential for noncompetitive continuation funding as the project moves from year 3 to year 5 of its implementation.

This funding opportunity announcement aims to prevent work-related harm through safety and health training. The training programs will transmit skills and knowledge to workers in how best to protect themselves and their communities from exposure to hazardous materials encountered during hazardous waste operations, hazardous materials transportation, environmental restoration of contaminated facilities or chemical emergency response. A variety of sites, such as those involved with chemical waste cleanup and remedial action and transportation-related chemical emergency response, may pose severe health and safety concerns to workers and the surrounding communities. These sites contain many hazardous substances, sometimes unknown, and often a site is uncontrolled. A major goal of the Worker Training Program (WTP) is to support institutional competency-building for the development and delivery of model training and education programs.

Nigeria is ranked 8th most impacted country by terrorism globally according to the 2023 Global Terrorism index. Groups like ISIS West Africa (ISIS-WA) and Boko Haram have committed horrendous atrocities like massacres and mass killings, use of sexual violence and enslavement, suicide bombings, abductions, and forced conscription. These atrocities, especially in Nigerias northern region, have caused widespread fear among citizens, worsened a humanitarian crisis, and increased gross violations of human rights. To hold the perpetrators of these atrocities accountable, Nigerias Federal Ministry of Justice has assigned the prosecution of terrorism and atrocities cases to the ministrys Complex Case Group. Furthermore, the Federal High Court of Nigeria, which has jurisdiction over terrorism cases, has assigned a number of judges to adjudicate these cases. Nigerias Legal Aid Council (LACON) also provides defense to the persons charged with committing atrocities. In addition to these, the National Human Rights Commission is tasked with the responsibility of promoting and protecting human rights and the investigation of human rights violations. Thousands of terrorism cases in Nigeria remain backlogged. The backlog results from prosecutors and judges limited knowledge of prosecuting atrocities cases. Existing cases languish because of institutional administrative problems, including Nigerian judges transcribing court proceedings by hand, resulting in delays and errors. Lawyers at the Legal Aid Council also have limited specialized training which contributes to delays in the process and lack of proper defense for suspects. Detainees are kept in government detention facilities located at significant distances from the government officials responsible for the prosecution, defense and judgements, creating significant logistical challenges. Poor case management, disorganized court administration, and a lack of coordination between the Complex Case Group, Federal High Court, and the Joint Investigative Center (the unit responsible for investigating terrorism cases comprised of military, police and state security service investigators) further impede progress on atrocity cases.
