The Department of Transportation (DOT), Federal Aviation Administration (FAA) announces the opportunity to apply for $20 million in FY 2025 Airport Infrastructure Grant funds for the FCT competitive grant program, made available under the Infrastructure Investment and Jobs Act of 2021 (IIJA), Pub. L. 117-58, herein referred to as the Bipartisan Infrastructure Law (BIL). The purpose of the FCT competitive grant program is to make annual grants available to eligible airports for airport-owned airport traffic control tower (ATCT) projects that address the aging infrastructure of the nations airports. The FAA will consider ATCT projects that sustain, construct, repair, improve, rehabilitate, modernize, replace, or relocate non-approach control towers; or acquire and install air traffic control, communications, and related equipment to be used in those towers; or construct a remote tower certified by the FAA including acquisition and installation of air traffic control, communications, or related equipment. In addition, FT grants will align with DOTs Strategic Framework FY2022-2026 at https://www.transportation.gov/administrations/office-policy/fy2022-2026-strategic-framework. The FY 2025 FCT will be implemented consistent with law and in alignment with the priorities in Executive Order 14052, Implementation of the Infrastructure Investments and Jobs Act (86 FR 64355), which are to invest efficiently and equitably; promote the competitiveness of the U.S. economy; improve job opportunities by focusing on high labor standards; strengthen infrastructure resilience to all hazards including climate change; and to effectively coordinate with State, local, Tribal, and territorial government partners.

The purpose of this NOFO is to solicit applications for the National Culvert Removal, Replacement, and Restoration Grant Program. The program is referred to in this NOFO as the Culvert Aquatic Organism Passage (AOP) Program. This NOFO establishes a multi-year funding opportunity for applicants to submit projects for the remaining available amount of funds provided to the Culvert AOP Program in division J of Title VIII of the Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law or BIL), covering funds available for FY 2023 through FY 2026. Goals and Objective The primary objective of the Culvert AOP Program is to meaningfully improve or restore anadromous fish passage through the replacement, removal, or repair of culverts or weirs, which may include infrastructure to facilitate fish passage around or over the weir and weir improvements. Eligible Applicants States, units of local government, and Indian Tribes. Eligible Project Types Culverts and Weirs having a transportation nexus and posing barriers to anadromous fish. With respect to weirs, projects may include infrastructure to facilitate fish passage around or over the weir and weir improvements. A weir is a constructed barrier on a stream channel designed to provide hydraulic control without completely stopping flow or creating a large storage impoundment. A dam is not a weir for the purposes of this program. Funding Infrastructure Investment and Jobs Act (Pub. L. 117-58, November 15, 2021), also known as the Bipartisan Infrastructure Law, provides $200 million annually for FY 2022-2026. DOT intends to use $4 million annually to pay the administrative expenses necessary to carry out the program, in accordance with 49 U.S.C. 6703(h), leaving $196 million available annually, along with any unused funds from previous FYs, including FY 2022. NHTSA is responsible for reducing vehicle-related fatalities and injuries on our nations highways. Over the years, NHTSA has developed a significant body of evidence supporting the effectiveness of certain traffic safety laws, regulations and policies that can reduce traffic crashes. State legislatures effectuate traffic safety policy through enacting laws that aim to reduce fatalities and injuries due to motor vehicle crashes. In addition to other salient information, State legislators benefit from learning about the implementation and effectiveness of other jurisdictions traffic safety laws to provide a foundation to make informed decisions on effective traffic safety policy. Therefore, the tracking of laws, sharing of information regarding effectiveness and outcomes, legislative staff, and transportation stakeholders is critical to the publics safety. Since it is vital that information regarding effective traffic safety laws and legislative trends be available to the groups mentioned above, NHTSA seeks to engage an organization that serves legislators and staffs of the nation's 50 states and territories (hereafter, the term State will include the District of Columbia, Puerto Rico and U.S. territories) to educate members of state legislatures to canvass and review the various state laws addressing traffic safety issues that can form the basis for new or improvements to existing state traffic safety laws. In addition, NHTSA seeks to identify best practices for members of state legislatures to communicate and cooperate both at the intrastate and interstate level to develop effective traffic safety laws. The information gathered, research conducted, and materials created would also be available to stakeholders and the public to benefit a larger understanding of the ways laws at the State level influence overall safety.

The Small Community Program was established by the Wendell H. Ford Aviation Investment and Reform Act for the 21st Century (Pub. L. No. 106-181), reauthorized by the Vision 100-Century of Aviation Reauthorization Act (Pub. L. No. 108-176), and subsequently reauthorized by the FAA Modernization and Reform Act of 2012 (Pub. L. No. 112-95) as amended, the Disaster Tax Relief and Airport and Airway Extension Act of 2017 (Pub. L. No. 115-63), the FAA Reauthorization Act of 2018 (Pub. L. No. 115-254) (FAA 2018), and the FAA Reauthorization Act of 2024, Pub L. No. 118-63, May 16, 2024 (FAA 2024). The program is codified at 49 U.S.C. 41743. The program is designed to provide financial assistance to small communities to help them enhance their air service. The Department seeks to fund projects that advance the Departmental priorities of safety, equity, climate and sustainability, and workforce development, job quality, and wealth creation as described in the USDOT Strategic Plan, Research, Development and Technology Strategic Plan, and in executive orders.[1] The Department provides this assistance in the form of grants that are disbursed on a reimbursable basis. The Small Community Program is authorized to receive appropriations under 49 U.S.C. 41743(e)(2). Appropriations are provided for this program for award selection in FY 2023 pursuant to the Consolidated Appropriations Act, 2023 (Pub. L. No. 117-328).[2] B. FEDERAL AWARD INFORMATION No more than four communities or consortia of communities, or a combination thereof, from the same State may be selected to participate in the program in any fiscal year. No more than 40 communities or consortia of communities, or a combination thereof, may be selected to participate in the program in each year for which the funds are appropriated. Applications for renewal or supplementation of existing projects are not eligible to compete. Pursuant to the authorities described above, the Department will make up to $12 million available for FY 2023 grant awards to carry out this program. There is no minimum or maximum individual award amount, and the amounts awarded will vary depending upon the features and merits of the selected applications. In past years, the Departments individual grant sizes have ranged from $20,000 to nearly $1.6 million. Funding amounts made available for reimbursement may be impacted by future limitations placed on the spending authority and appropriations enacted for the Department. The Department may, at its discretion, issue partial funding awards up to the level authorized and provided that the above conditions are met.
