This Program Announcement is issued under the Water Resources Research Act of 1984, which mandates the Secretary of the Interior to administer program grants to established Water Resources Institutes or Centers across the 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Guam (with Guam also serving the Federated States of Micronesia and the Commonwealth of the Northern Mariana Islands, and Hawaii serving American Samoa). The primary beneficiaries of this program are the Water Resources Institutes or Centers themselves, as well as new research scientists, engineers, and technicians entering water resources fields. Ultimately, the research results are intended to benefit water managers and the public through improved water supply reliability and a deeper understanding of water and water-related phenomena. The impact goals are to address pressing water problems, expand knowledge in the field, and cultivate new talent, thereby contributing to robust and informed water resource management at state and regional levels. Applications for these grants are expected to further these objectives and align with the national mission and objectives of the USGS. The USGS mission focuses on providing water-quality and -quantity information, understanding water availability, addressing the influence of climate on water resources, and responding to emerging water-related needs. While specific areas of emphasis are left to the discretion of individual Institute or Center Directors, the overarching strategic priority is to generate and disseminate research that informs and improves water resource management, ultimately contributing to water security and environmental health. The expected outcomes include enhanced scientific understanding, innovative solutions to water challenges, a strengthened workforce in water sciences, and improved decision-making for water managers and policymakers, all contributing to a more resilient water future.
