California Community Development Grants

Grants will be awarded for specific eligible activities, such as speaking on a panel, participating in a working group, or participation in other decision-making processes. The PP Grant Account cap per organization of $15,000 will ensure a proportional distribution of funds over time and across various organizations. Submissions for grant awards will be accepted on a rolling basis throughout the grant period and payment for these discrete engagements will be prompt.

The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services. The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches. For further information and requirements, please refer to the Notice of Funds Available FY24-25 webpage, particularly the Application Guidelines and Instructions and Procedures and Requirements resource documents. The application typically includes several items for each project/site, such as Budget, Land Use/Zoning Designation, photos, Property Affidavit, Site Characterization, map, Work Plan, and Resolution. The Resolution is carried out through the governing body of the applicant (additional information is available). It is possible to include multiple projects/sites within a single application.

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations.

This includes eligible Jurisdictions that have seen 1 percent or more of total structures destroyed by fire and have more that 0.4 percent of total land designated as moderate, high, or very high fire hazard risk that will receive a proportional allocation of program funds. Eligible Applicants with allocations include Butte County, Lake County, Los Angeles County, Malibu, Paradise, Redding, and Shasta County.

Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Description: The Highway Safety Improvement Program (HSIP), codified as Section 148 of Title 23, United States Code (23 U.S.C §148), is a core federal-aid program to States for the purpose of achieving a significant reduction in fatalities and serious injuries on all public roads. The Division of Local Assistance (DLA) manages California's local agency share of HSIP funds. California's Local HSIP focuses on infrastructure projects with nationally recognized crash reduction factors (CRFs). Local HSIP projects must be identified on the basis of crash experience, crash potential, crash rate, or other data-supported means. The Level Up LB: Extreme Small Business Makeover and Grant Program aims to propel small businesses towards success and sustainability. This initiative offers entrepreneurs a unique opportunity to connect with essential support resources and participate in a 12-week series of comprehensive workshops aimed at crafting new business and marketing plans. Upon completion of the program, participants become eligible to apply for $10k grants, empowering them to expand their business capacity and enhance resilience. 25 businesses will be selected to participate in this program and receive grant awards upon completion. 10 additional businesses will be selected to participate in the workshop series only, and may be eligible for grant awards if funds become available.
